Before you build on your property, you must claim it! Thats what this mission's all about.
The Property Guard will ask you to Claim your property once you cleared the Maelstrom.
Go up to the Console near the gueard and click SHIFT when next to it. Then click accept.
Once you claim your properties, you can begin building on them by putting on your thinking hat while in the building area. Block Yard is free, but other preoperties will cost you a certain amount of money every month.
